HPN is a business collaborative of the nation’s leading affordable housing and community development nonprofit organizations. Creating private sector partnerships and enterprises that achieve ambitious social missions, HPN and its members work together to scale innovation and impact, helping millions of people gain access to affordable homes and thriving communities that offer economic opportunity and an enhanced quality of life.

HPN was the first national organization designated as a HUD-approved Housing Counseling Intermediary. Since 1995, HPN has supported members with more than $35 million in federal HUD Housing Counseling and National Foreclosure Mitigation Counseling funds, providing homeownership, foreclosure prevention, renter, homeless, and reverse mortgage counseling to more than 750,000 families. HPN also leads in pre-purchase counseling. During the foreclosure crisis, homebuyer education and individual pre-purchase advising comprised 46 percent of HPN’s counseling activity, compared to 24 percent for HUD housing counseling agencies overall. 

HPN’s efforts on housing counseling include a focus on developing sustainable business models with reliable revenue sources and new modes of service delivery. Through peer learning and the creation of new businesses in partnership with its members, HPN continues to enhance its housing counseling services with the recent launch of Framework®, a best-in-class online homebuyer education tool.

Application Process: 

HPN’s Housing Counseling Program is open to HPN members only. HPN is able to bring on new affiliates to its housing counseling program only if an organization is already part of the HPN membership overall.
